Community Participation Support (CPS)

Community Participation Services (CPS) support individuals with intellectual disabilities or autism in engaging fully with their communities. These services encourage meaningful social, recreational, educational, and civic involvement to enhance quality of life and independence.

What Are Community Participation Services?
CPS provides support that helps individuals:
• Take part in community activities and events (e.g., clubs, classes, volunteering, religious services)
• Build social networks and friendships
• Develop skills needed for public interaction and community living
• Access community resources safely and confidently

Key Components of CPS
• Skill Development: Training and coaching on social skills, communication, safety, and problem-solving to help individuals thrive in community settings.
• Support in Community Activities: Assistance with transportation, navigating locations, participation in group activities, and engagement with community members.
• One-on-One or Group Support: Supports can be delivered individually or in small groups, tailored to the person’s preferences and goals.
• Focus on Choice and Inclusion: Services are designed to honor individual interests and promote inclusion in diverse community settings.

How to Access CPS
1. Eligibility & Waiver Enrollment: IHCS is provided under ODP’s 1915(c) waivers (e.g., Consolidated, Community Living, and Person/Family Directed Support). These waiver options allow Medicaid funds to be used for services at home and in the community. 

2. Person-Centered Planning: Supports are defined in an Individual Support Plan (ISP), developed annually through a team process that identifies personal goals, skills need, and desired community outcomes.

3. Flexible Implementation: Supports Brokers, Supports Coordinators, and providers work together to hire, train, and match staff based on the individual's preferences and everyday routines.

• Attending fitness classes or sports teams
• Participating in community clubs or interest groups
• Volunteering or civic engagement activities
• Taking educational courses or workshops
• Enjoying cultural events, museums, theaters, or festivals
